A manufacturer might specify a bottle containing 25%, 50% or another percentage of PCR depending on the resin, package, product, performance requirements, regulatory suitability, availability and cost.

A bottle specified at 25% PCR contains a portion of material derived from post-consumer recycled plastic and a remaining portion from other resin sources.

That describes the bottle's recycled content. It does not, by itself, determine whether the finished bottle will be recyclable in a specific location or recycling system.
