EU Packaging & Packaging Waste Regulation (PPWR) Explained

Understanding Europe's Changing Packaging Requirements

The European Union's Packaging and Packaging Waste Regulation (PPWR) is introducing new requirements for packaging materials, recyclability, recycled content, documentation, and waste reduction.

These changes are relevant to companies supplying packaging or packaged products to the European market, including manufacturers based outside the EU.

Learn what PPWR means for rigid packaging and how manufacturers can evaluate their packaging strategies.

Understanding the Regulation

What Is the EU Packaging and Packaging Waste Regulation?

Regulation (EU) 2025/40 establishes harmonized packaging requirements intended to reduce packaging waste, improve resource efficiency, and support a circular economy.

The PPWR applies to packaging placed on the European Union market, including packaging associated with products manufactured outside Europe.

It covers a broad range of packaging materials and formats, including plastic bottles, jars, glass containers, closures, and other components.

The regulation addresses material composition, packaging recyclability, recycled content, packaging minimization, labeling, reuse, and technical documentation.

Not every requirement begins on the same date. Businesses must identify which requirements apply to their packaging and when those requirements take effect.

Important Distinction

PPWR Is More Than a Recycling Requirement

PPWR addresses packaging throughout its lifecycle, from material selection and design to reuse, recovery, and waste management.

This creates considerations for purchasing, engineering, product development, quality, sourcing, and sustainability teams.

Requirements may apply to different parties in the packaging supply chain.

Key Packaging Requirements

What Does PPWR Change for Packaging?

Several areas of the regulation directly influence packaging materials, components, and future design decisions.

01

Material Composition

Limits on certain substances, including heavy metals and PFAS in food-contact packaging, must be considered.

02

Recyclability

Packaging is subject to recyclability requirements, with additional harmonized design and assessment rules phased in.

03

Recycled Content

Minimum recycled-content requirements for covered plastic packaging are scheduled for future implementation.

04

Packaging Minimization

Future requirements focus on reducing unnecessary packaging weight and volume while preserving functionality.

05

Labeling

Harmonized consumer sorting labels and other labeling requirements are introduced on phased schedules.

06

Documentation

Applicable conformity assessments, technical documentation, and declarations support market compliance.

Phased Implementation

When Do PPWR Requirements Take Effect?

PPWR began applying on August 12, 2026. Additional requirements have their own implementation dates and may depend on future EU implementing or delegated acts.

Timing Regulatory Milestone Packaging Considerations
February 11, 2025 Regulation entered into force. Businesses began preparing for the new framework.
August 12, 2026 General application date. Certain requirements, including food-contact packaging PFAS restrictions, apply. Review material composition, current requirements, and applicable conformity documentation.
2028 or later Harmonized material-sorting labels begin no earlier than August 12, 2028, subject to implementing-act timing. Review future labeling and packaging artwork needs.
2030 or later Major packaging recyclability, recycled-content, and minimization measures become applicable on their respective schedules. Evaluate packaging design, material alternatives, and weight optimization.
2035 and beyond Additional recyclability, collection-at-scale, and other requirements are phased in. Continue reviewing future packaging development and sourcing strategies.
Important: These are planning milestones, not a complete compliance calendar.

Applicability depends on specific articles, packaging categories, exemptions, and the timing of future EU legal acts. Businesses should review current official guidance before making compliance decisions.

Material Composition

What Substance Restrictions Apply Under PPWR?

PPWR includes restrictions designed to address certain substances in packaging, including food-contact packaging applications.

1

Heavy Metals

PPWR maintains a general combined concentration limit of 100 mg/kg for lead, cadmium, mercury, and hexavalent chromium in packaging or packaging components, subject to applicable provisions.

2

PFAS in Food-Contact Packaging

From August 12, 2026, food-contact packaging placed on the EU market must comply with specified restrictions on per- and polyfluoroalkyl substances (PFAS), including defined concentration limits.

Packaging suppliers and manufacturers may need appropriate material information, technical evidence, and testing where necessary.

Design for Recycling

How Does PPWR Address Recyclability?

PPWR establishes a recyclability framework for packaging placed on the European market.

More detailed design-for-recycling requirements and harmonized assessment methods are scheduled to take effect on a phased basis.

These requirements can make packaging material choices, closures, labels, decoration, and design features increasingly important.

Packaging should be assessed as a complete system rather than considering the bottle or jar alone.

Evaluate primary packaging material and format.
Consider closure and dispensing-system compatibility.
Review labels, sleeves, adhesives, and decoration.
Consider color and material combinations.
Review packaging design against applicable standards.
Monitor future EU technical criteria.
Plastic Packaging Materials

What Does PPWR Mean for Recycled Content?

PPWR introduces minimum post-consumer recycled-content requirements for specified plastic packaging categories, subject to exemptions, conditions, and phased implementation.

01

Material Availability

Manufacturers may need to evaluate the availability of qualifying recycled plastic materials.

02

Product Compatibility

Recycled-content alternatives must meet the applicable product, safety, and performance requirements.

03

Supplier Documentation

Evidence supporting recycled content and material classification may be important to downstream compliance processes.

Not every plastic package has the same target.

PPWR recycled-content requirements vary by packaging category, intended use, and applicable exemptions. Customers should not assume one recycled-content percentage applies to all bottles and jars.

Supply Chain Responsibilities

Who Is Responsible for PPWR Documentation?

PPWR establishes different obligations for manufacturers, importers, distributors, and other economic operators. A company's responsibilities depend on its legal role and the applicable requirements.

01

Manufacturers

Manufacturers are responsible for ensuring applicable packaging conformity, conducting or arranging conformity assessments, preparing required technical documentation, and drawing up EU declarations of conformity.

02

Importers

Importers must verify specified manufacturer compliance steps, documentation, and labeling before placing packaging on the EU market.

03

Distributors

Distributors have due-care and specified verification duties, including checking applicable registration, labeling, and identification requirements before making packaging available.

A distributor is not automatically exempt from PPWR obligations.

Distributors do not generally have the same conformity assessment duties as manufacturers simply because they distribute packaging. However, specific due-care, verification, cooperation, traceability, and corrective action duties may apply. Under certain circumstances, distributors may also assume manufacturer obligations.

Rigid Packaging Considerations

What Does PPWR Mean for Bottles, Jars & Closures?

Rigid packaging decisions can affect how manufacturers approach regulatory requirements, materials, technical information, and future packaging design.

1

Bottles & Jars

Review resin selection, recyclability, material composition, recycled content, and packaging weight.

2

Closures

Consider closure materials, compatibility with containers, and the complete packaging design.

3

Dispensing Systems

Evaluate pumps, sprayers, and multi-component systems with attention to material composition and design.

4

Documentation

Identify available technical specifications and supporting supplier information appropriate to the application.

Packaging Planning

What Should Manufacturers Evaluate Now?

Understanding future packaging requirements can help companies prepare for packaging decisions before new deadlines arrive.

Packaging, purchasing, engineering, quality, regulatory, and sustainability teams may all have a role in that process.

The appropriate review depends on the products, packaging formats, markets served, and regulatory obligations.

Identify packaging intended for the EU market.
Confirm relevant packaging materials and components.
Review substance restrictions and food-contact applications.
